I am going with my original "hat check girl" theory, and assuming it is all part of an elaborate plot to destroy Darkseid by going undercover at Planet Hollywood: Apokalips. She's holding Scott's cape because she was so adamant about not being the hat check girl that he offered to try on the bikini, but it looked so stupid (well, Barda thought it was hot) that everyone agreed Barda had to do it. She was too enraged to really manage the flirty look, however, hence the downward-tilted chin and the disengaged eyes, and, uh, the hips...are...Arrowette's? Since they were...partially...bodyswapped? Yeah, I got nothing.
