I was rewatching Superman/Batman: Public Enemies for reasons which will hopefully become apparent, and this is the conversation Lex Luthor and Amanda Waller were having in my brain.

It's also pretty much my answer for why they don't team up very well.

I bought that DVD a few weeks ago but haven't have time to watch it yet. Someone actually tried to get Lex Luthor and Amanda Waller to WORK TOGETHER? Even given that Lex had managed to lie and cheat his way into the Oval Office, that still strikes me as about as likely as a teamup between Batman and the Trickster from Flash's Rogues Gallery.

But I could see Lex, secure in his role as President, having the arrogance to order Amanda Waller and her organization around. And The Wall following those orders only as far as she feels she has to, while quietly compiling the info and resurces she'll need to take Luthor down hard and fast.

Also, if by macros you're referring to those Monte Carlo Doctrine strips... I've looked at them, but I'm pretty sure I don't have the right frame of reference, because most of them just confuse me and leave me thinking "What do those images have to do with the text?" I did like the very first strip, though.
