Yes, the choices I made when redesigning the Legion's members were arbitrary. They were exceedingly arbitrary, as arbitrary as I could make them (excepting a bit of glee when making the blondest characters dark dark dark). That was actually one of the points.
I thought this point was obvious! Funny how he didn't get that. I definitely got a vibe of "characters of colour must justify their existence" from his article, whether or not he's thought it through to that conclusion.
Showing how things *could* be is the only thing the Legion's brand of utopian sci-fi is good for! The only thing!

They seem to have strayed from this quite a bit. I haven't read anything from the 1980s - when did that start? I liked the Threeboot a lot, because it was a dystopia that the kids were fighting to change. But from the first few issues of Adventure Comics, they don't seem to be going back to the utopian future at all. So what was the point in bringing back the "original" Legion?
Most of his post makes me frustrated. Things won't change without people thinking very consciously about their choices. He seems uncomfortable with that.
